If you are looking for a CVS client to use with SF on Windows, this thread is for you,
First get WinCVS and install it.
http://www.wincvs.org
Then download and install Sf Setup.
http://sfsetup.sourceforge.net/
Not just run WinCVS and use it.

Hope that helps, I had tried to get WinCVS working for quite a while, but no succsess. I did get it working with Consol mode, but bah, when you got a GUI as powerfull as Windows you want ot use its full mouse pointer power.

Ed note:
WinCVS URL did not work, just had to replace with a working one.
