All programs that are naturally GNU/Linux are free.
What kind of programs do you want?

funny people ask for free linux programs, i think the answer to "free windows programs" would be a lot more interesting
i guess you'll have to know what kind of programs you are searching for... a nice resource is freshmeat.net... and icewalkers.com, tho i haven't checked that site anymore for a long time.. remember it had some nice stuff, tho.
